This inclusion marks a strategic milestone in the city’s long-term vision to optimize spatial economic planning and enhance industrial competitiveness.
Hai Phong Free Trade Zone – Driving the Next Phase of Economic Growth
The Hai Phong Free Trade Zone covers approximately 6,292 hectares, distributed across three key locations within the Dinh Vu – Cat Hai Economic Zone and the Southern Coastal Economic Zone.
Each area is planned with distinct functions – including manufacturing zones, port and logistics centers, commercial and service complexes, and other specialized functional zones – all meeting the criteria of non-tariff areas under the direct supervision of customs authorities and relevant state agencies.
The establishment of the FTZ is expected to serve as a new growth engine for Hai Phong, reinforcing the city’s position as a regional hub for manufacturing, logistics, commerce, services, and high technology. It aligns with the city’s broader goal of enhancing global value chain competitiveness and promoting sustainable industrial development.
Nam Dinh Vu Industrial Park – Strengthening Its Role Within the Free Trade Zone
According to the decision, Position 2 of the Hai Phong FTZ spans 1,077 hectares, situated in Dong Hai Ward, within the Dinh Vu – Cat Hai Economic Zone.
The boundaries of this area are defined as follows:
- North: Adjacent to the Tan Vu – Lach Huyen Bridge and part of Nam Dinh Vu Industrial Park (Zone 1 & Zone 2);
- South: Facing the Lach Huyen shipping channel;
- East: Bordering the deep-water port area;
- West: Adjacent to coastal urban and industrial development land.
The integration of Nam Dinh Vu Industrial Park into the FTZ provides enhanced investment and operational advantages. Businesses located here will benefit from preferential tax policies, simplified customs procedures, and more flexible trade regulations.
With its strategic location connecting deep-water ports, highways, and logistics infrastructure, Nam Dinh Vu Industrial Park continues to consolidate its role as a key logistics and industrial hub in Northern Vietnam, serving as a gateway for both domestic and international trade.

Distinct Mechanisms and Sustainable Development Orientation
Enterprises operating within the Hai Phong Free Trade Zone enjoy a range of special policies and mechanisms, such as:
- Tax exemptions and reductions for import, export, and manufacturing activities conducted within the FTZ;
- Integrated customs supervision enabling storage, processing, and re-export with simplified clearance procedures;
- One-stop administrative services operated by the Hai Phong Economic Zone Authority (HEZA), ensuring transparency and procedural efficiency;
- Investment facilitation in logistics, technology, manufacturing, and green development sectors.
Under this framework, HEZA is directly responsible for managing and coordinating all FTZ activities, including digital infrastructure development, investment promotion, and coordination with functional authorities on land use, environmental protection, and public security.
Within this structure, Nam Dinh Vu Industrial Park stands out as a key component in Hai Phong’s industrial and logistics network — embodying the city’s vision for modern, connected, and sustainable development.
The inclusion of Nam Dinh Vu Industrial Park within the Hai Phong Free Trade Zone not only represents a significant planning adjustment but also affirms the city’s strategic direction toward establishing an integrated ecosystem for industry, logistics, and commerce.This milestone further underscores Hai Phong’s commitment to sustainable growth, global integration, and high-quality industrial development, reinforcing its position as a leading industrial and logistics gateway in Northern Vietnam.
