Supported by sustained foreign direct investment (FDI), ongoing infrastructure development, and strategic industrial planning, the city remains one of Vietnam’s leading destinations for businesses seeking industrial park land Hai Phong.

During the first six months of 2026, Hai Phong’s industrial parks and economic zones attracted approximately USD 2.93 billion in foreign direct investment (FDI), achieving 81.4% of the city’s annual target. A significant contribution came from a newly licensed project with a registered investment of USD 1 billion, highlighting continued investor confidence in the city’s industrial environment.

As of the end of June 2026, Hai Phong’s industrial parks and economic zones had accumulated 1,071 valid FDI projects with a combined registered capital exceeding USD 46 billion. Alongside foreign investment, the city also attracted approximately VND 38.848 trillion (more than USD 1.6 billion) in domestic investment, while enterprises operating within these zones generated VND 567.893 trillion in revenue, equivalent to 41.9% of the annual target.

These results further strengthen Hai Phong’s position among Vietnam’s leading localities for industrial investment. The continued inflow of both foreign and domestic capital reflects the city’s ability to maintain an attractive investment environment while supporting long-term industrial development.

Industrial Development Continues to Expand Across the City

Beyond investment attraction, the first half of 2026 also saw important progress in strategic industrial development. Key initiatives included advancing the Hai Phong Specialized Economic Zone, implementing the master plan for the Southern Hai Phong Coastal Economic Zone, launching the Hai Phong Free Trade Zone, and accelerating major infrastructure projects such as Lach Huyen Deep-Sea Port terminals and the LNG-fired Power Plant.

The city also continued expanding its industrial development capacity by establishing four new industrial parks, coordinating site clearance for 26 industrial parks, commencing construction on eight industrial parks, and launching a new accommodation project for workers and experts. At the same time, green transition initiatives and sustainable industrial development remained important priorities throughout the implementation process.

Together, these efforts demonstrate Hai Phong’s continued focus on creating a more comprehensive industrial ecosystem. Rather than concentrating solely on attracting new investment, the city is also strengthening infrastructure, supporting workforce development, and improving conditions for long-term industrial operations.

While acknowledging the positive results achieved during the first half of the year, the report also identifies several priorities for the months ahead. These include completing the legal framework for the Hai Phong Free Trade Zone, accelerating land clearance and infrastructure development, improving the supply of high-quality human resources, and responding to increasing competition for investment as well as fluctuations in raw material prices and investment costs.

To maintain investment momentum, Hai Phong plans to continue advancing the Hai Phong Free Trade Zone, the Hai Phong Specialized Economic Zone, and planning for the Southern Hai Phong Coastal Economic Zone while studying the establishment of a Northern Hai Phong Economic Zone. At the same time, the city aims to modernize investment management through administrative reform, digital transformation, artificial intelligence (AI), and expanded use of digital data across planning, construction, labor, and environmental management.

Looking ahead, Hai Phong has set a target of attracting USD 3.6–4.0 billion in FDI into its industrial parks and economic zones during 2026 while contributing to the city’s objective of achieving GRDP growth of at least 13%.
