Hai Phong improves investment environment to maintain growth rate

The total investment capital in 9 months reached about 118,000 billion VND, getting 58.25% of the annual plan. This is a huge challenge for Hai Phong to achieve the goal of more than 1 million VND of investment capital in the next 5 years.

In Announcement No.316/TB-VPCP on November 22, 2021, concluded at the meeting with leaders of Hai Phong city, Deputy Prime Minister Le Van Thanh said from the beginning of the year To date, Hai Phong city has successfully implemented the “dual” mission of covid-19 prevention and control and maintaining and developing socio-economic activity.

Although the trade, services, and tourism sectors have been affected by the COVID-19 epidemic, the city’s economic growth remains high compared to the national average.

Nine-month economic growth increased by 12.28%, 8.65 times the country’s (1.42%), leading localities in the country.

In 10 months of 2021, Hai Phong is the highest FDI attraction in the country; the industrial production index increased by 19.22%, total State budget revenue in the area reached more than VND 73,000 billion, an increase of more than 17%, and total export turnover. It surpassed $18 billion, representing a more than 25% increase. Foreign investment attracted nearly $3 billion, more than twice as much over the same period. Cargo production through the port reached more than 119 million tons, an increase of 7%.

In recent years, Hai Phong has ranked at the top of the country in the provincial competitiveness index (PCI). Socio-economic infrastructure has been focused on increasing investment and has started many important projects, transport, and urban infrastructure works. The fields of socio-culture, welfare, and social welfare continue to be paid attention to, contributing to improving the quality of people’s lives.

In addition to opportunities, advantages, location and potential, Hai Phong also has some difficulties and challenges when organizing resolution No. 45-NQ/TW dated January 24, 2019, of the Politburo: improving the business investment environment to maintain a high growth rate.

Deputy Prime Minister Le Van Thanh asked Hai Phong city to closely follow and organize the implementation of resolution No. 45-NQ/TW dated January 24, 2019, of the Politburo on the construction and development of Hai Phong city to 2030, vision to 2045, and the Resolution of the 16th Party Congress of Hai Phong City for the term 2020-2025.

In terms of industry, Hai Phong city needs to focus on expanding industrial zones and clusters, strengthening the management of industrial parks, and overcoming violations of construction orders. Industrial parks meet the criteria of civilization, modernity, attracting clean industry, high-tech industry.

In terms of tourism, Hai Phong is expected to become a major tourism center in the country, region, and internationally. Meanwhile, the development of Cat Ba, Do Son, and Vu Yen tourist areas is becoming an international tourism center; Investment in upgrading Hai Phong International Tourism Business project (associated with the casino business) in Do Son district 3 districts with the scale of 5-star resort and shopping center; focusing on developing ecotourism.

Regarding seaports, promoting the review of planning, relocating and rearranging old ports, attracting large investors, having the potential to accelerate new investment in zones, port clusters, ports, especially Nam Do Son International General Port, according to the Master Plan for the development of Vietnam’s seaport system in the period of 2021-2030, Vision to 2050 has been approved by the Prime Minister in Decision No. 1579/QD-TTG dated September 22, 2021.

Regarding the development of transport infrastructure and urban space expansion, speeding up the progress of important transport works underway such as Ben Forest Bridge, Nguyen Trai Bridge, Re Xuan Bridge, National Highway 10, National Highway 37, Ring Road 2 City. Researching the implementation of the Hai Phong-Thai Binh-Nam Dinh-Ninh Binh highway; urgently starting the construction of Passenger Terminal No. 2 at Cat Bi International Airport.

Regarding the planning and management of planning, Hai Phong city needs to urgently develop the City Plan from 2021 to 2030 under the direction of the Government in Resolution No. 119/NQ-CP dated September 27, 2021, ensuring completion in 2022.

The Deputy Prime Minister assigned the Ministry of Transport and the State Capital Management Committee at the enterprise to direct Vietnam Airports Corporation (ACV) to urgently implement procedures to start Terminal No. 2 of Cat Bi International Airport in the first quarter of 2022.
